It disagreed with the Confederation’s policy toward American Indians.

Explanation:

In August or September of 1644, Rhode Island invited to join the confederation. The confederation replied by saying it could join on the provision that it unites with another colony, either Connecticut or Massachusetts Bay. Rhode Island rejected.

The confederation’s greatest obstacle at the time was seeking to understand how to get Rhode Island to unite with another colony so they could get entrance to Rhode Island’s land.
