James Madison, a representative from Virginia, and Secretary of State Thomas Jefferson disagreed, arguing that the states owned any authority that the Constitution did not expressly provide to Congress. Nevertheless, the bank measure easily passed the House with a vote of 39 to 20, and on February 25, 1791, President George Washington signed it into law.
