In other to encourage the government to pass a new law based on my idea, the best option would be to make a presentation in front of congress. And, also, ask them to see to reasons why the idea should be passed as law.
This is because, Congress which is made up Senate and House of Representatives are the legislatives incharge of creation and passing of bills and ideas into law which the President will uphold through his signing off on those bills.
