So in a society it is indispensable to have a more robust state and a better- served civil society, keeping in mind the order of importance.

After this depression a man invented a way of preventing another one. He "buried" 1 million dollars out of the city, and told everyone. Then the city went to bug shovels to get the money, but had to be employed to buy the shovels, therefore preventing another depression and bringing employees to factorys
