This is already a simplified equation. If you wan to further simplify by getting rid of the fraction, multiply the whole equation with 9 to eliminate the denominator.

9x2 + 3 + 18x

What exactly do you mean by *? Like exponent? If so the domain is R= −∞,∞ with its range being [−1,1]. If this wasn’t meant by exponent, please comment and I’ll reply ASAP!
