Before all states could agree to the Contitution they had to make it in which federalists and anit-federalists could vote on because they were the delegates that were elected for this matter of purpose. Also before ratifying there was a lack of bill of rights in which was agreed on ratifying " after receiving assurance that such a list of rights would be added after ratification."
