All right, in the hunger games alliances benefit the tributes by increasing their chances to survive and the burden is that eventually they have to kill their allies to accomplish the objective of the event.

First of all, in the hunger games the major event is the survival event the tributes carry on as a tool to avoid civil war, and lower down the levels of the distress of the population. So, the tributes enter an arena in which they fight to the death to each other to survive. Therefore, if the make alliances they will have to break them eventually to achieve the objective of the event. Surviving is the benefit, killing them is the burden.
