Explanation:

The Commission form of  government came to be as a result of the Galveston hurricane of 1900, was supported by mostly the businessmen group and was designed to elect  at least 7 commissioners who would function as the executive and  legislative arm of the city for the rebuilding of the city. These commissioners became responsible for ensuring taxation, finance, city safety etc.

Because of the success encountered in the  Commission form of government in Galveston now regarded as a Progressive reform,  it inspired other states like  Houston, Dallas, Fort Worth to adopt it .
