The exponent is a positive number, so you move the decimal point, that many places to the right:
3.276 x 10^9 = 3,276,000,000
3x(2) + 2(2x - 20) = 16 - 2x(2)
6x + 4x - 40 = 16 - 4x

14x - 40 = 16
14x = 56
