You begin by acknowledging the protestors perspective. Tell them that you are sorry for what has happened and that you'll work on a solution. You acknowledge that there is a fault in the system and you're first course of action is to fix the system. (By saying you'll fix the system you're not making any solid claims. That way no one can hold anything against you) You acknowledge the concerns of the people, and remind them that violence doesn't solve anything. Remind them that at the end of the there are good officers out there that share the same thoughts as them. That at the end of the day officers are just people also, the fault is in the system and not every officer. It is not fair to blame and attack every officer because of a incident caused by another officer. (This will get the officers to feel like you care for them) Acknowledge that there is freedom of the press, the media can have any perspective and say anything. However, remind people that the media is capable of being one sided and it's best to do some research before forming an opinion. (This will not offend anyone and won't turn the media or people against you) Do not accept the help from you're governor, that will just complicate issues even more because the people will see it as you disliking the protests and riots.
