Andros had been charged with reorganizing the colony, a project which included the enforcement of various restrictions on trade -- notably the navigation act -- but also involved imposing freedom of religion (and catholic office holders) on Boston's largely puritan population. The leaders of the rebellion were the preacher Cotton Mather and Simon Broadstreet, the former governor of the colony.</span>
