The task force in respect of the plan was created in January 1993 and the main goal was come up with an all-inclusive plan to provide universal health care for all America citizens.

The plan had so many opposition which includes the libertarians, conservatives, and the health insurance industry. And by September 26, 1994, Senate Majority Leader George J. Mitchell declared the last compromise Democratic bill dead.
