A glacial period is an interval of time within an ice age marked by colder temperatures and glacier advances. Interglacials, on the other hand, are periods of warmer climate between glacial periods. The Last Glacial Period ended approximately 15,000 years ago. The current interglacial is the Holocene.

No, considering that fact that the government profits off of the lower class. we must also consider what the government might do to keep them there. Giving people heavier bodies and minds isn't very beneficial to the government. The government loves two things and that is money and power. In order to keep those two things the government might do whatever it takes even make their country solely beneficial to corporations. This corporations pay the government back in "donations".
