Roosevelt announced he wanted to add more judges to the Supreme court to make it more efficient.

In some words he stated there were enough judges to make informed decisions. This may have been true, was not the message Roosvelt provided to the public.

The public message was that the Court had become inefficient and unable to rule on judments effectively so new judges were needed as well as replacing those that could retire.
