The answer to this question would depend on the time and place that you are referring to, as government operates differently in different contexts. In the case of the United States, however, government operates as a democracy. People are considered to have the sovereignty of the country, and this enables them to vote for representatives. These representatives are meant to defend the interests of the common citizens in Congress. The collaboration of Congress with the President allows laws to be created.
