The passive voice is a grammatical "voice". The noun or noun phrase that would be the object of a corresponding active sentence (such as "Our troops defeated the enemy") appears as the subject of a sentence or clause in the passive voice ("The enemy was defeated by our troops").

So the answer would be:

In a passive voice sentence, the subject is being acted upon by the verb issued.

In this sentence the direct object (Hurricane watch) ( has received the action   ( Issued) acted upon by the subject : Authorities .

To identify passive voices, isolate the verb in the sentence and ask who or what is performing the action.
