Yes education in cities are better.

Explanation:

You get a higher level of education in a city than in a town. You will have all the neccessary tools needed in schools in the city than the town. In town's you will have to commute longer to school than in cities where you can take a car, or public transportation. The teachers in the city may have higher expertise in teaching than in a town.
