It depends on how you interpret it. While reading it, I interpret it as he means to say that love is as innocent as  a person can make it. accept there are limits to this freedom. 
For example... Screaming "FIRE!!!!" in the middle of a movie theater, while there isnt fire.. Would be abusing your freedom of speech
