The vibrations of one tuning fork will cause the air around the other tuning fork to vibrate at the natural frequency of both tuning forks. The second tuning fork will absorb this energy and start to vibrate. This is called resonance.

This is all due to genetics. It's sort of the same thing, when two caucasian parents have an african-american child. That would be because somewhere along the family tree someone was african-american.
