Other losses include the loss of revenue from taxes and tariffs that instead went to the British Government. With this amendment, lobbied by Roosevelt, the U.S. was allowed to trade arms with belligerent countries in Europe. The only condition was that the recipients provided transport and paid immediately in cash. <u>Great Britain</u> and France had absolute control of the seas, so the amendment put them at a massive advantage over Germany by being able to transport weaponery safely and freely.
