Answer and Explanation:

A simple way to help the economy in a situation like this would be to tax all the rich who have big fortunes and distribute the money raised among the poor. This is because, once the poor have a better economic condition, they could promote a greater circulation of money in the country, improve their quality of life and improve the economy, as appropriate. To maintain this improvement, I would create a well-stocked trade and an efficient job network to allow many employed people to spend their wages on the city trade and not outside it.
