summary: the continental congress wanted sovereignty, freedom, independence, and every power. But they could not get they couldn't even collect taxes and request for money. They could not trade anymore between states. They could make agreements but they don't have any power to honor those agreements. Unfortunately  had a very week government.

This is because the poem presents a group of adults who lost their mother when they were four years old and who suffered a lot from that loss, but who became adults cured of this pain, as time has cured that suffering. Because they got through that moment, the adults tried to console a child who had gone through the same loss, but they realized that only time will help.
