Seems like a Tver college is a vocational/ technical college. You usually go to that to learn a trade or skill for a particular job. Like Heating/ air conditioner service. This is like training in a field of work you are interested in.
A university is a 4 year degree that you major in a certain subject to get a Bachelor’s degree. Most people would say, I have a college degree after going to a university. It is thought to be more prestigious to have a degree from a university.
