Well, there was no sign of violence or struggle in the camp. So I believe that John White either thought that the members of the colony had moved to a different area because of a famine, or that they had been taken by native Americans.

Only after the constitution replaced it, did the United States have a central power. The reason was to give the states power. So it originated from the states wanting to be sovereign from each other. the question is bad btw. not worded the best, or maybe I just don't get it.
