Although this is a situation in which someone must intervene, Mahmoud knows that he should not draw attention to himself, as this would be extremely dangerous and could damage his and his family's life in a grand and deadly way. It is true that he should have fought with the boys who were attacking another boy and prevented them from stealing the boy's bread, but seeing Mahmoud's situation, we cannot judge him for having done nothing. We ourselves, in this situation, would probably do the same.
