2. Having a single vote in congress gave citizens in less populated states more of a voice than those in bigger states.

Explanation:

1. The Articles of Confederation did not give Congress the power to tax. This caused the National Government to be unable to collect money from the states to address concerns in their country, causing them to go into bankruptcy.

2. The state of New York for example had a much bigger population than the state of Delaware. However, they both had an equal amount of votes in congress. So essentially, a single citizen in a lesser populated state such as Delaware had more of a voice than a citizen in a higher populated state such as New York.
