Because the people who where farming where making the food, they controlled the population. This means that they started to give out specialized jobs to people to meet their needs. This cycle led to kings and queens then business.

He argued that because of this the judiciary would be the least threatening branch of the government and that it had to rely on both other branches to uphold its rulings and decisions.  In Federalist No. 78 he also states what powers and responsibilities the judicial branch would have.

so  Roosevelt  insisted that only a powerful federal government could regulate the economy and guarantee justice, and that a President can succeed in making his economic agenda successful only if he makes the protection of human welfare his highest priority

he also believed that the government should use its resources to help achieve economic and social justice. Roosevelt called the settlement of the coal strike a square deal meaning that everyone gained fairly from the agreement.
