And yes, very confusing problem. The whole amount is all of the shaded area under the number line, which is 2 1/3. So that narrows our answer choices down to A and B.

We know it’s being divided by 2/3 because of the bracketed sections below the shaded area. This is confirmed by the fact that in A and B, 2 1/3 is divided by 2/3.

So the question is then how many groups of 2/3 do we have. We have 3 full groups, or brackets of 2/3. The fourth bracket only has one of the two sections filled, which means that is a half measure of a 2/3. Putting this in words is really hard, LOL.

But we have 3 full brackets each measuring 2/3, and 1/2 of a bracket measuring 2/3, so the answer is 3 1/2.
