Many members of Congress were angry about the new constitutions and laws passed during Presidential Reconstruction because these limited the freedom of all citizens in the South.

Explanation:

The Laws were passed in the South due to the Civil Rights Act of 1866, avoiding the blacks' freedom of assembly, freedom of speech, outlawing unemployment, loitering, legal rights, interracial marriages, and vagrancy.

This process had done to replace the passed events which happen in the Civil War. These reconstruction amendments are from the thirteenth to the Fifteenth amendments which were taken between 1865 to 1870.

Many people who belong to the congress were angry due to the limitations of freedom for the citizens of the South.
