The herbivores eat the plants directly and are able to utilize a greater percentage of energy. Carnivores eat the herbivores and get energy but in a lesser form compared to the herbivores.
This simply means trophic level efficiency in the ecosystem is higher for herbivores and lower for the carnivores.
