the way you find perimeter is by adding up all the sides.

the top and bottom are the same number so all you need is one of them to know what the other one is. they give you the top number and it is 3 so that means that the bottom number is 3.

the left and right side are also the same number. they give you the left sides number and it is 5 so that means that the right sides number is 5.

if the top number was lets say 10 then that would mean the bottom number would be 10. and the same goes for the sides.

so now you know that the right side number is 5 and the bottom is 3.

now all you have to do is 5 + 5 ( because there are two 5's) and 3 + 3 (because there are two 3's) so 5 + 5 is 10 and 3 + 3 is 6 now you add 6 + 10 and you get 16.
