Use the Slope and either point to find b by substituting x and y and m values we know into

y=mx+b

2 = -1/11(3) + b simplify

2 = - 3/11 + b isolate b by adding 3/11 to both sides

22/11 + 3/11 = b = 25/11

y= - 1/11x + 25/11
