In the cartoon, the Qing official is watching helplessly as leaders from different parts of the world share a cake representing China. The Monroe policy described 4 points regarding foreign policy.  

Just like the Qing official, the 4 points stated United States non-participation on matters that included wars involving the European powers, no participation in matters regarding colonies in the Western Hemisphere and also to treat future colonization of the western hemisphere as hostile.
