During the 80s, Native Americans mostly faced the problems of poverty and inability to get jobs. They wanted social justice and fought for their rights to become employed. Reservations were extremely poor and crime and alcoholism thrived, practically there not being any future for them. Not to mention that it was just after the two federal agents were killed in the 70s.
<span>Locke envisioned people ceding the right to violent action to the state in return for protecting their other rights that can be lost in a lawless setting. The First Amendment's protections of the right of free speech, of assembly and of religious expression help delineate government's side of the bargain in looking after the citizen.</span>
