1.You can ask for your parents acceptance and be right for you to have it.
2. You can if you are in high-school I guess because you are about to go to college in years if you just started high-school.
3.If you are an adult thats when you have to take responsibility for yourself and you are incharge of yourself.

People have the right to internet access because kids might have permission the have access and adults take responsibility for their selves so they can easily access internet without permission.
