The historical context of this image is during the presidency of Andrew Jackson. During his presidency, Jackson started taking the liberty of vetoing many laws that he simply didn't agree with and allowed the second national bank charter to expire. Because of these reasons, many thought that he was acting like a tyrant and was given the nickname King Andrew the First. The intended audience of the political cartoon was the people of the United States and the purpose of this cartoon was for the people of the United States to realize just how wrongly Jackson was acting and that something should be done about it. Lastly, the author's point of view was that Jackson was a tyrant that just removed laws that he did't like or didn't agree with.
