The Supreme Court is the highest court of all the land. There is much discretion, involving a lengthy process for a case to be accepted within this prestigious Court. Much like the President vetoing or accepting a bill to become a law. You see, the Supreme Court determines to hear a case through a unison of votes from at least four Justices. This vote is known as the "Rule of Four". They will review everything from the case's background to how well the case would withstand during the trial. In order to do so, they read the petition for certiorari. Before doing any of this, however, you will need to, of course, file a lawsuit within your district.
