It is considered the advent of the nation-state of our days. In the developing world, states can be very weak and fail to exercise total control over its territory. What does it mean? It means that the state can´t always enforce the rule of law in the whole territory, so there is lawlessness and growing organized crime in some regions; or it fails to provide adequate social welfare to the poorest sectors of society. So, that´s why some thinkers in international relations speak about "failed states."
