This quote was stated because in the timeline, Bilbo regains his consciousness and Gandalf describes the end of the war for Bilbo. Also, the chapter itself is named "The Return Journey", which means that Bilbo would be making a return. This quote has a strong inspiration behind it. This quote could possibly mean that if fire were lit on a snowy field and melt all the snow, the snow would once more cover the ground when it next falls resulting in the conclusion, "no matter how powerful something may seem, someday it too will die like the fire". Relating this quote to someone's personal life, it could mean that even after all the conflicts that they face, there will be a time period where they can relax and enjoy with the power of their efforts and determination. This quote was specifically chosen because it creates an inspiration of determination and strong will power in one.
