The main purpose of the United Nations was to protect the members against aggression. The difference in the way that U.s and Soviet were affected after the war and political and economic differences, their postwar goals were very different. But the government poured money into science education.

In general, no, the convoy system was not a successful strategy because the Germans generally were not afraid to sink the convoys either. But there were instances in which the convoys would engage with a Germany boat and win.
