Yes, I would personally find it unusual if I saw a blind many carrying a lamp but I would also think that he has his own reasons for doing so.

If you are referring to the story in which a blind man was carrying a lamp and a group of kids were making fun of him, then yes, most people would find this situation unusual. But as the blind man explained, the lamp is for other people to not run into him and push him on accident, and not for him per se. So we shouldn't judge people and their actions before we know why they're doing what they're doing.
