It creates more of an impact when Amir eventually marries Sorayan. It gives more background information about the life there. In addition, it keeps Hasssan fresh in reader’s mind.

In Afghanistan, Yelda, the first month of Jadi, is the longest night of the year. Amir says that “Yelda was the starless night tormented lovers kept vigil enduring the endless dark, waiting for the sun to rise and bring with it their loved”. Amir says he became a yelda when he met Soraya in America.

THe second sentence is using present participle because you said " I promise" not "promised". Saying promise is when you are saying it at the time and saying promised means you've already said it. Like with how you said "kissed" instead of "kiss" in the first sentence.
