Fairy tales teach a lesson, which is why having flat characters works well for advancing the plot. If a character learned a lesson and changed for the better because of events, the lesson would not be as clear for the reader. Therefore, the faithful servant stays loyal and brave, while the king remains deceptive and weak. The constant contrast teaches the reader why one way of behaving is bad (the king), while the other way of behaving is good (the faithful servant).
