In his speech, Roosevelt addresses how America's integrity, security and democracy were threatened and how essential it was that strategies were created to combat these threats that would guarantee Americans' standard of living and the nation's success and progress. He reinforces how these strategies were not only beneficial for the USA, as many countries have suffered the same threats and do not have enough resources to fight them, remaining at the mercy of what seeks to destroy them. In that case, the US is ready to defend these countries, fight its enemies and establish a peaceful international community.
Efficient means someone who is working in a well-organized way and plans things well. So think of what a character would do being "well-organized" "well-planned" ...etc.
