Either the students or their teacher <em><u>has</u></em> decided on the color of the new bulletin board.

When we use <em>either</em><em> </em>and there are two subjects, one of which is plural and another is singular, then we use the subject that is nearest to the verb. Here, <em>teacher</em> is nearest to the verb and it is singular. So, we will use <em>has</em>.
