L=length; W=width.

L-2W=1
L=2W+1

P=2(L+W)
62in=2((2W+1)+W)
31in=3W+1
30in=3W
10in=W
The width is 10 inches.

L=2W+1=2(10in)+1=20in+1in=21in
The length is 21 inches.
