The author may (for various reasons) </span>want<span> to be unclear. By addressing issues via an allusion, the author shifts the responsibility for interpreting his thoughts to the reader.</span>

Explanation : this morning gives it past tense, which knocks out “will be delivering” and “has delivered”. I eliminated “have been delivered” because it’s improper English. So, it has to be “was delivered”
