American civil service system changed since George  Washington's presidency as it has developed into more of a merit-based system for selecting  officials.

The merit-based system of filling government office jobs enhances political loyalty and responsibility.   The method also has its disadvantages.  

The most frequent complaint was that the politicians are no longer as sensitive as they once were to elected government officials.   It may, however, be a reasonable balance for the level of performance and knowledge required in the world today.

The merit system would have also pressured all candidates to perform correctly, as provided for in the Pendleton Act, many years ago.
