US President James Monroe knew that the United States had the power and international presence to take a stand before European powers. North American and Latin American issues should be resolved without any intervention of European countries. That is why in 1823 and before the US Congress, President Monroe delivered a message to be understood by European nations. They should not ever try to intervene in Latin American issues because that would represent a hostile act against the United States. This foreign policy was known as the "Monroe Doctrine."
