The rights of enslaved people to buy, sell, and produce goods were introduced. In some places, slave tags were required to be worn by enslaved people to prove that they were allowed to participate in certain types of work.

There are various reasons a country choose to use tariffs like <u>protection for nascent industries, national defense purposes, combating aggressive trade policies, and environmental reason</u>s (are common examples).
<em>A tariff is meant to alter the balance of trade between the tariff-imposing country and its international trading partners (a tax imposed by a governing authority on goods/services entering/leaving the country focused on a specified industry/product).</em>

So, they designed a system to ensure that no one branch would become too powerful.
